Just Rule
On impartial inquiry, proportionate judgment, and public authority exercised so that people, learning, and social life can flourish.
Verse 546 is the line to start from, because it separates two things rulers of every era confuse. It is not the spear that gives a king victory, but the sceptre — and only if the sceptre does not bend from justice. Force is not what holds authority up. Authority holds itself up, and only while it stays straight.
Verse 547 states the exchange in full: the ruler protects the world, and just order protects the ruler. Verse 548 catches out anybody who thinks approachability is enough — a ruler easy to meet, who nonetheless fails to investigate and decide by established truth, brings about his own ruin. Being open is not a substitute for being rigorous. And 541 lists the method: investigate the offence, show no favouritism, remain impartial, consult those learned in the law.
Two notes. Verse 543 grounds just rule in the Veda of the antaṇar, which is the classical religious framing of its own society. And 549 and 550 defend punishment, including the killing of cruel wrongdoers, through the image of a farmer weeding a crop. That is the chapter's own position on state violence, recorded plainly here as what it argues rather than as a view this edition endorses.

The right course is to investigate an offence, show no favoritism to anyone, remain impartial, consult those learned in the law about the prescribed penalty, and impose only that measure.AI draft
