வினைக்கு உரிமை நாடிய பின்றை= ஒருவனை அரசன், தன் வினை செய்தற்கு உரியனாக ஆராய்ந்து துணிந்தால்; அவனை அதற்கு உரியனாகச் செயல்= பின் அவனை அதற்கு உரியனாக உயரச் செய்க.

Parimelazhagar explains that after the king has examined a person and decided that he is fit to perform the work, he should raise that person into the standing proper to it. Recognising fitness is therefore not the final step; the person must be established as one who can bear that responsibility.
