Verse 211 sets the terms with a question rather than a rule. True public duty asks no repayment — what could the world ever give back to the rain cloud? The cloud is not being generous. It is doing what a cloud does, and the chapter wants your resources understood the same way.

The three images in the middle are worth reading slowly, because they are a graded scale. Wealth in the hands of a wise person devoted to the world is a village reservoir full of water (215) — public, and you go to it. In the hands of a person of humane discernment it is a fruit tree ripening in the middle of town (216) — nobody has to ask. And in the hands of somebody truly generous it is an unfailing tree whose every part becomes medicine (217): not just the fruit, all of it, and for the ones who are ill.
